One important aspect of US colonial policy toward the
Philippines, when compared with other colonial powers, was the apparent
lack of consensus among Americans on the significance of possessing the
Philippines as a colony, except for the dubious "whiteman's burden".
This resulted in US Congress' decision in the midst of Great Depression
to abandon its own colony and the Philippine Commonwealth was
established in 1935 as a government which was to attain full independent
status in 1946. This lack of consensus on the other hand influenced way
of thinking of US government officials concerned with the Philippine
policy as well: they tended not so much to be interested in the
Philippine policy itself as in making it consistent with other political
goals which they thought was more important to the American "national
interest". Here again, though, they differed so much in their
definitions of what should be considered as American "national interest"
in relation to the Philippine policy. The difference was widened under
FDR administration after the establishment of the Commonwealth, during
which the Philippines ironically became strategically more important to
US as ever. For instance, Francis B. Sayre, then Assistant Secretary of
State, gave priority to the pursuit of reciprocal trade policy which
demanded declaration of cutting colonial ties with the Philippines at
"the earliest practical date", while Stanley K. Hornbeck of the State
Department's Far Eastern Division firmly insisted on avoiding
declaration of any clear Philippine policy for the sake of US interest
in the Far Eastern Crisis. These conflicts of opinions gave FDR
administration's Philippine policy ambiguity which put the Philippines
on the dangerous "twilight zone" until just before the outbreak of the
Pacific War. This paper will examine the background of these American
officials' judgments on the Philippine policy, thus trying to give an
insight of history of Asian-American relations in which America's
political decision was often made by those who were not familiar with,
even not interested in, the respective countries.
9."The "Windfall"Revenue
Controversy (1937-1941): A Perspective on Philippine Commonwealth

The essay examines the Philippine-U.S. relationship
regarding the introduction of coconut oil excise tax fund known as a
"windfall" revenue during the prewar Commonwealth period (1935-41). The
Philippine Commonwealth, which was established in 1935 as an autonomous
government preparing for full independence in 1946, ironically became in
the process fiscally more dependent on the United States as a result of
"windfall" revenues. The author first outlines the background of the
problem and how the fund was generated, then review what influence the
fund had on Philippine public finance and the Commonwealth’s "Economic
Adjustment" program during 1937 to 41. The latter part of the essay
discusses what influence the series of disputes over "windfall" revenues
had on Philippine-U.S. relations in general, focusing on the bilateral
negotiations and congressional politics concerning revision of the
Tydings-McDuffie Act of 1934 that took place during 1937 to 39. The
author hopes his discussion will give some insight for understanding the
historical significance of the prewar Commonwealth period in the
Philippine state formation as well as Philippine-U.S. historical
relations.

In 1990s the elderly Filipino World War II veterans rushed to acquire
U.S. citizenship relying on the 1990 Immigration Act and proudly
immigrated to the United States. Many of them, however, soon faced
misery and poverty dependent on scanty SSI without receiving U.S.
veterans benefits despite the fact they got U.S. citizenship as veterans
of U.S. Armed Forces. This essay examines the cause and development of
the Filipino veterans equity issues from last days of the Pacific War to
the present and consider what historical lessons we can possibly learn
from this life-long struggle for equal recognition.

米国がフィリピンを併合した19・20世紀転換期、米国社会は国民国家として大きな再編期を迎えつつあった。このとき米国社会の市民権を階層化する役割を担ったのが「カラー・ライン」の論理であり、階層化された諸民族集団を「カラー・ブラインド」な普遍主義の装いのもとに包摂する役割を担ったのが「アメリカニゼーション」の論理であった。本稿は、これらふたつの論理が米国のフィリピン植民地化に与えた影響を考察した。第一に、「カラー・ライン」の論理は、米連邦最高裁がフィリピンを「非編入領土」としてフィリピン人を市民権の無い「米国人」にする決定に影響を与えたと考えられる。第二に、米植民地政府はフィリピン・エリートあるいは「カシーケ」の「無知な大衆」に対する政治社会的支配を減じることを期待して、当時最新の選挙制度を導入したが、同様の期待が、都市「新移民」に対する「ボス支配」を標的とした選挙改革運動において「アメリカニゼーション」の文脈で語られていた。第三に、フィリピン政治エリートは米国支配に対して一種の過剰適応を示し、独立達成のために米国が条件付けた存在になることに執着したが、そこには、「分離すれども平等」の原則のもとで事実上市民権を否定された黒人エリートが、アメリカニゼーションへの協賛を通じて完全な市民権を求めたのと共通する部分があったのだ。

Asking why Gabriel L. Kaplan, a New York Republican politician-turned
CIA agent could have been so successfully involved in Philippine
politics during the 1950s, this article explores colonial/post-colonial
encounters between electoral democracies in the U.S. and the
Philippines. Emphasis is laid not only upon similarities between the two
countries in terms of their election laws, but also on progressive
notions leading to their simultaneous introduction in the hope of
cutting off relationships between political bosses and the electorate
via the secret ballot. The article also deals with a pattern of
colonial/post-colonial American officials' reliance on "emerging new
elites" and criticism on "traditional political elites."

across the Pacific: Ernest E. Neal and Community Development Efforts

Ernest E. Neal (1911-1972), an acknowledged African American
sociologist and community development expert in the American South,
resigned Tuskegee Institute in 1954 and became one of the first African
American foreign aid officers. Exploring the experiences of Neal, who
devoted his life to social enterprises sponsored under the name of
"community development" in various agrarian communities at home and
abroad, this article presents a case in which a person with particular
"domestic" social experiences in the United States found himself
surrounded by things familiar to him in such distant countries as India
and the Philippines, which would open our eyes to at least one
alternative way to explore transpacific experiences between peoples
"across the Pacific."

and Japan-Philippine-U.S. relations during the two World Wars," (Paper

Throughout the period between the two World Wars, migration
was a source of "international" friction in the triangle relations among
three countries around the Pacific: namely Japan, the Philippines and
the United States. Neither side between each apex was free from trouble.
Firstly and secondly, both Japanese and Filipino immigrants in the
United States faced harsh discrimination and exclusion movement from the
host society, which resulted in the Congressional move to halt
immigration by the 1924 Immigration Act and the 1934 Philippine
Independence Act, respectively. Thirdly, swelling Japanese enclave in
Davao on Mindanao island drew alarming attention in the Philippines as a
sign of "secret invasion" and various measures to put Davao situation
under control were mooted in almost every session of the Philippine
legislature. Governments of three countries, one of which (the
Philippines) was not sovereign at the time yet controlled by local elite
politicians to a large extent and achieved commonwealth status in 1935,
were inevitably concerned with developments of these migration issues.
It was not so much for the sake of migrants, though, as of "national
interest" in their own light that those governments gave priority to.
Once the war happened, migrants and their descendants were placed under
control of governments which had full power over their fate. The ordeal
of Japanese Americans is well known. Lesser known were the experiences
on the other two sides of triangle: in the United States, Filipinos was
suddenly found as "an asset" by their home government, which was then in
exile in Washington, DC. In the occupied Philippines, Japanese
residents, despite their enthusiasm to act as guides and mediators for
the Imperial Japanese Forces, were valued surprisingly low by the
military and in many cases assigned to unrewarding "dirty" jobs. The
former two groups of immigrants survived the war, while the third group
could not. Japanese communities in the Philippines literally vanished in
mountains when the war ended. Focusing on Philippine-Japan migration
issues and immigrants' experiences from 1935 to 1945, this paper tries
to make a comparison between this case and the other two cases, thus
give insight to relations between migrants and governmental politics and
diplomacy during this particular era of peace and war.

This presentation is a sequel (or an update) to my
previous article published as Chapter 10 of Philippines-Japan Relations
(Setsuho Ikehata & Lydina N. Yu-Jose, eds., Ateneo de Manial
University Press, 2003, pp.337-376), titled "Politics of Mourning,"
which discussed the significance of war dead memorialization practices
in the postwar Philippines-Japan relations. While my previous discussion
largely focused on how war dead memorialization practices have
functioned as "softener" of the antagonism between the peoples of the
two countries especially during the 1960s to the 1970s, this paper will
focus on what has followed this apparent "success" of reconciliation,
i.e., fading war memories regarding Japanese wrongdoing in the Battle of
the Philippines. In this presentation, I will first summarize my
previous discussion and then discuss the process of oblivion, referring
to the recent tendency of Japanese war dead memorialization practices,
which reflects such factors contributing to "introversion" of Japanese
war memories as aging of bereaved family and surviving veterans as well
as loss of reciprocity, negotiation, and dialogue between Japanese and
Filipinos with respect to war dead memorialization. In conclusion, I
would like to discuss the possibility of sharing war memories between
the two peoples without provoking an antagonism which potentially can
put the amicable relations between the two countries in harm's way as in
the cases of China-Japan and Korea-Japan relations.
