Precaution and economics http://www.sfenvironment.com/aboutus/policy/white_paper.pdf 訳:安間 武 /(化学物質問題市民研究会) 掲載日:2003年7月4日 W.予防措置と経済性 「予防原則を実施するとどのくらい金がかかるのか? 財政的に耐えられるのか?」 という問いは納税者や政治家にとって当然のことである。予防科学と同様に、予防経済も現実の世界で活動しており、関連、コスト、利益などが複雑で、不確実性に囲まれている。 予防の”コスト”を数え上げるということは真の”価値”判断が必要であるが、それは貨幣価値での表現しか出来ない ( Ackerman and Massey 2002)。 A.責任の所在 ほとんどの製品や技術の値札は、金銭的にも非金銭的にも、その真の価値を表すことはできない。真のコストをより精度よく計算し、コストと利益をより公正に分配する手法がいくつか開発されている。三つのコンセプトが特に有用であろう。 1) 負の外的性質 負の外的性質 (Negative externalities) とは、個人または組織が自身の利益のために行動する時に、経済、健康、社会、文化等へ及ぼす危険性のことである。負の外的性質が存在する時には製品の全コストは製造者にも消費者にも見えない。例えば、もし製造者が有毒廃棄物を川に流したなら、その川を飲料水や水泳、あるいは漁業に利用している人々にコストが賦課される。しかし、そのコストは製造者が売る製品の値段には反映されない。 製造者と消費者が、その製品をいくらで売るか、または買うかについて正しい決定を下すのであるならば、川に有毒廃棄物を流したことにより発生するコスト、例えば、病気、種の殺戮、あるいは生息環境の破壊、川での生計、あるいは川の利用、などが製品のコストに計上されなくてはならない。 負の外的性質を計上する、あるいは内在化するということは、利益を上げる人々にそのコストを賦課するということである。この負の外的性質という概念は、EUの輸送に関する政策等、環境政策において重要である。EU告示 ( EU Bulletin 1.2.127 (1997))で、EUは、持続可能な輸送システムの方向へ展開するため、輸送の外部コストを内在化するという方法をに明示的に採用した。 EUの多くの国々が内在化コストとして環境税を徴収している。例えば、オランダ水道局は、汚染事業者に、水銀、カドミウム、銅、鉛、ヒ素など排出汚染に応じた税を支払うことを要求している。これにより環境を汚染する製品や技術の値段が上昇するので、市場では汚染物質の排出を抑制しようとするインセンティブが働く。 2) ライフサイクル・アナリシス 現座のほとんどの製造技術は、地球の天然資源の有限性と両立しない。資源は持続不可能的に採取・消費され、非効率的に処理され、製品となり、やがて廃棄される。製造プロセス中の水銀、アスベスト、鉛、塩素系物質のような有毒物質は、危険な排出物質や副産物となり、また最終製品の成分となる。 ライフサイクル・アナリシス((LCA)は、製品の生涯の各ステージで、どのくらいのエネルギーと原材料が使用され、どのくらいの廃棄物が生成されるかを定量化する分析手法である。この LCA は、環境毒性及び化学学会やアメリカ環境保護局(EPA)などの機関が発行する指針に基づく新たな学問分野である。 LCA は、他の数値解析ツールと同様に、もしその意図がコストを明らかにすることではなく、むしろ隠すことにあるのなら、そのような操作ができる。理想的には LCA が健康と環境への影響も見て、それらを分析してくれるとよいのであるが、健康や環境への影響を数値化することが難しいので、そのようなことはほとんどできない。 LCA は、 ”拡大製造者責任 (extended producer responsibility)” のような本格的予防措置政策を実施する場合に最も有効である。”拡大製造者責任”とは、製造者は、製品設計の段階で排除できなかった環境への影響に対する法的、物理的、あるいは経済的責任を負うというものである。拡大製造者責任により製造者は、汚染を防ぎ、製品生涯の各段階で資源とエネルギーの使用を削減し、廃棄についても考慮するというインセンティブを持つようになる。 他の関連概念としてライフサイクル会計の概念がある。これは初期購入費用や据付費用は比較的高価でも、保守費用、修理費用、あるいは交換費用が安価なら、長期的には出費を節約できるというものである。 3) 保証金預託 この概念は回収ビンの預託で考えるとわかりやすい。これにより消費者はビンを最も望ましい方法(リサイクル)で処理し、もし消費者がそのようにしなかった場合でもコストは回収できる。 保証金預託は建設や鉱山プロジェクトで適用される同様な概念である。例えば、公共の土地で採鉱する場合、採鉱者は保証金(ボンド)を事前に払い、その保証金はその土地が現状に復帰された場合にのみ、採鉱者に返還される。 環境における保証金預託はもっと広範囲に適用され、例えば、新しい技術の開発者、あるいは社会の資源を使用しようとしている者は、危険をもたらすかもしれないどのような行為に対しても金銭的な責任を負うというものである (Cornwall and Costanza 2000)。 B.コストと節約の程度 負の外的性質を認め、ライフサイクル・アナリシスと保証金預託を用いれば、予防措置政策の重要な面である責任の所在を適切に配置することが出来る。しかし、これらのツールに厳密さを望むことはできない。なぜなら、”コスト”は生命、健康、子孫の将来、生物種の数など数値で計算できない価値と関連するからである。しかし、予防措置を怠った時に金銭的及び 非金銭的観点から、どの程度のコストとなるのか概略をつかむ上では有用である。以下にこのツールで計算した事例をいくつか示す。
民間による研究、製品開発、ビジネス遂行において、暗示的にあるいは明示的に、予防原則と整合するようになってきている。
人々が危険性やより安全な代替案について知るようになったので、これらの実践は倫理的に好ましいだけでなく、ビジネスとしても賢いやり方である。21世紀の市場では、ますます安全な製品と持続可能な技術が求められる。 D.予防措置と仕事 予防措置とともに繁栄することについて、アッカーマンとマッセイは、環境政策が強くなると経済が弱まり失業が増えるという神話を否定した。彼らの見解は下記のようなものである。
