International Political Economy: Perspectives on Global Power and Wealth, pp.90-109.に再掲載。相互依存論など非国家アクターを重視する論者に対し、国家こそが中心的主体であるとして、国際政治学における「リアリズム」の立場を擁護。国際貿易システムの開放度（保護主義的か、自由か）が覇権安定論に基本的には沿って推移してきたことを示す。国内政治制度の慣性から、国家が国益に沿った政策決定を行う、リアリスト的な国家行動は、危機時にしかなされず、危機の時代が終わった後は、次の危機までその政策が制度的に継続される、と覇権安定論を修正したことは有名。制度論の走りとして言及されることも多々ある。

			70年代の国際政治学を代表する一冊。相互依存の深まった国際状況を踏まえて、国際政治にはパワーポリティクス＝リアリズムでとらえられない側面もあることを実証的に主張。相互依存論の重要文献のひとつ。⇒読後のメモ

			レジーム論からの覇権安定論批判。米国の衰退が明らかになった1980年代。「米国覇権の衰退⇒国際レジーム崩壊⇒国際協調の崩壊」というシナリオを描く覇権安定論が流行した。これにたいし、覇権が衰退しても、レジームは残り、国際協調は継続する、という楽観論を、ゲーム論などを踏まえて主張。この時期の国際政治学は、米国のパワーの衰退を前提として議論を組みたてているので、米国一極集中などといわれる昨今、どう読まれるかは、興味深いところ。※関連：覇権安定論(米国衰退⇒国際的な不安定)の典型: The Political Economy of International Relations.　当時流行ったこの手の議論、日本版？猪口邦子『ポスト覇権システムと日本の選択』

			計量ではなく、事例の比較という質的手法で、仮説なり理論なりを実証するにはどうしたらいいのか、を論じた書。しかし、あくまでも、計量的手法＝統計学の論理を、質的手法に適用する、という立場のようで、こんなことするなら、最初から、計量的手法でやったほうが、楽なんじゃないの？って感じがするけど、どうでしょう？

		セカンドイメージとは、Waltzの命名によるもので、国内政治体制の質から対外政策・国際関係への影響を中心に国際関係をとらえてゆく見方。これにたいして、Gourvitchは、国際システムが、国内政治体制の質を決めている、という面も、着目するとおもしろいよ、と、この論文で言った。これ以来、国際関係の何らかの側面が、国内政治に影響をあたえる、というモデル（たとえば、Ronald RogowskiのCommerce and Coalition)は、セカンドイメージ・リバースドと頻繁によばれる。
