Peiris and Dr. Balasingham shook hands prior to the launching of the first session of the Peace Talks in Hakone on 18 March 2003. 6TH ROUND OF PEACE TALKS IN HAKONE, JAPAN The 6th Session of Peace Negotiations between the Government of Sri Lanka and the LTTE hosted by the Japanese Government held in Hakone, Japan, from 18th to 21st. Prof. G.L. Peiris, Chief Government Negotiator and Dr. Anton Balasingham of the LTTE led the two sides while Norwegian Deputy Foreign Minister Vidar Helgesen represented the Government of Norway. Sri Lankan side also included Hon. Milinda Moragoda and Hon.Rauf Hakeem together with senior officials from the Ministry of Defence and Peace Secretariat. Mr. Ian Martin, former Director-General of the Amnesty International took part in sessions relating to human rights violations and mechanisms to safeguard human rights in future. During the four day talks in Hakone, the two sides discussed and reviewed progress made by SIHRN, Sub-Committee on the immediate humanitarian and rehabilitation needs, medium and long term development activities of the North East, North East Reconstruction Fund, Administrative and Fiscal Policies of a possible federal system of power sharing for the North and East among other matters. It is of significant importance to note that Ambassador Yasushi Akashi, Japan MINISTER HAKEEM IN MALAYSIA TO STUDY MALAYSIAN FEDERAL SYSTEM Port Development and Shipping, Eastern Development and Muslim Religious Affairs Minister Rauff Hakeem during his visit to Malaysia from 22nd to 23rd had a lengthy session on studying the Federal System in Malaysia with a group of political and economic experts at the Asia-Europe Institute (AEI) of the University of Malaya. "Sri Lanka, at this very crucial stage of transition, should draw lessons from Asian success stories like that of Malaysia before thinking of far away destinations," Minister Hakeem, who was in Kuala Lumpur on a two day working visit in Kuala Lumpur on his way back from Japan peace talks, told during his opening remarks."And we are ready to do so. We have a lot to learn from you and we share a lot with you," said the Minister suggesting that the Sri Lanka Peace Secretariat which is now seriously engaged in a process of studying various modules of Federal structures in the world, should join hands with academic institutions such as AEI for better results. SRI LANKAN PARLIAMENTARIANS VISITS SWITZERLAND TO STUDY FEDERALISM A group of Sri Lankan parliamentarian headed by Prof.Jayalath Jayawardena, MP, Minister of Rehabilitation Resettlement and Refugees were in Switzerland on a study trip from 13 to 19 March 2003. The delegation was made up of representatives both of the government and the opposition part members of parliament. The aim of the study trip was to familiarize the Sri Lankan parlia-mentarians with Swiss federal structures and consensus building mechanism. During the third round of the peace talks held in December 2002 representatives of the Sri Lankan government and of the Liberation Tigers of Tamil Eelam (LTTE) agreed to explore a possible federal solution for the future institutional structure of Sri Lanka. Since then both parties to the conflict have asked Switzerland for assistance in this field in the form of information exchanges based on experiences and training in Sri Lanka and in Switzerland. In the area of peace promotion Switzerland has concentrated mainly on activities, which contribute to supplementing and supporting the peace process. In 2002 the DFA provided CHF 6 million to programmes in humanitarian aid, mine clearance, peace promotion and reconstruction in Sri Lanka. For the current year the DFA has earmarked a further CHF 7.5 m for these purposes.
