Hidankyo sent the following letters to heads of government of India and Pakistan, through both embassies in Tokyo, Japan.

We, the survivors of the atomic bombings on Hiroshima and Nagasaki (Hibakusha), are deeply concerned about the continuing tense situation between your country and neighboring-country Pakistan. The danger that your dispute over Kashmir region will lead to use force and develop into a full-scale war is turning into reality. A battle by the nuclear powers means that the possibility of the use of nuclear weapons will be included. As a result of the use, the damage will be unimaginably disastrous.

57 years ago, we, Hibakusha, who had unprecedented tragic suffering in human history by the U.S. atomic bombings on Hiroshima and Nagasaki, experienced that atomic bombs (nuclear weapons) were cruel and inhumane arms. With determination that such tragedy will never be repeated on humans, we have appealed in many countries, "Never create nuclear victims any more", and worked for preventing the possibility of a nuclear war. As the survivors of the nuclear war, we cannot keep silence for the tensions between the both countries.

We expect that you take all possible means in deliberate manners for early peaceful solution. We request to you the following:

1. In order to settle the conflict over Kashmir, pursue the path of peaceful solution, without appealing to arms.
2. Don't use nuclear weapons in any circumstances.
3. Both countries should ratify the CTBT at early stage as nuclear weapon states and take initiatives to other nuclear powers, convening an international conference for the abolition of nuclear arsenal.
