September 28, 2001

His Excellency George W. Bush
The President
The White House
Washington D.C. 20501
The United States of America

We protest the US subcritical nuclear testing and oppose its military "revenge" against the terrorist attacks.
No wars! Stop the use and threat of nuclear weapons!

On September 26, the United States carried out its 14th subcritical nuclear test at your underground test site in Nevada.

We, the atomic bomb survivors of Hiroshima and Nagasaki who experienced the hell of the first nuclear war in human history, are strongly against and denounce the testing that could result in maintaining, developing and using devilish arms-nuclear weapons.

On September 11, terrorists made unconscionable attack on Washington and New York, the heart of the US, and killed several thousands of innocent people. We express our deepest sympathy for the victims and citizens of the US. We intensely denounce the violent attack of the terrorists and call for bringing them to justice through the law.

In the meantime, we strongly oppose that the US intends to use the military force for its "revenge". Retaliating with violence only breeds more violence and ensure that the people of the world live in destructive chaos. In addition, you are reportedly considering the possibility of actually using nuclear weapons with all forces for battle. This act, including the subcritical nuclear testing, is exactly the threat of nuclear weapons that the International Court of Justice affirmed as violation of international law. It brings entire human race in terror.

Mr. President, we urge you:
to abandon the "retaliatory" war against the terrorist attacks.
to stop the use and threat of nuclear weapons.
to cancel all subcritical nuclear tests.
to widely raise public opinion against terrorism and seek to take all possible peaceful steps.
