 最初の共同体ローリング行動計画(CoRAP)は、加盟国がREACH規則において物質評価プロセスの下に評価する90物質を含んでいる。これらの物質は、2012年、2013年、及び2014年に評価される。

【ヘルシンキ 2012年2月29日】 最初の共同体ローリング行動計画(CoRAP)は、人の健康又は環境にリスクを及ぼすことが疑われている90物質に目を向けている。このCoRAPリストは、合意されているリスクベースの物質選択基準を考慮しつつ、加盟国との密接な協力の下に作成された。ECHAは、2012年2月9日の合意により採択されたにECHAの加盟国委員会(MSC)の賛成意見に基づき、このCoRAPを採択した。

 物質評価は、リスクを明確にするためのREACHにおけるプロセスである。その評価の結果、可能性あるリスクを明確にするために追加データが必要であると考えられるときには、更なる情報が物質の登録者に求められるかもしれない。

 ”物質評価は化学物質に関する情報を増やすための重要なツールである。化学物質の安全な使用は加盟国との協力でよりよく対応し促進することができる”と、ECHAのエグゼクティブ・ディレクターであるギールト・ダンセットは述べた。

 CoRAPでは、初期の懸念の根拠が物質毎に簡潔に述べられている。多くの場合、その懸念は、広範に分散している使用又は消費者の使用の組み合わせで、潜在的な残留性、生体蓄積性及び有毒性、内分泌かく乱性、又は発がん性、変異原性及び生殖毒性に関連している。一般的にこれらの物質の使用は様々な領域をカバーしており、特別の産業、職業又は消費者の使用に焦点を合わせるものではない。また、最初のCoRAPのために、ある特定の物質のグループを標的にするものでもない。

 CoRAPはまた、各物質の評価に責任のある加盟国を示している。2012年には、36物質が17加盟国によって評価されるであろう。残りは2013年及び2014年用にリストされているが、それらの年のためにリストされている物質の数と選択はCoRAPの年次更新において修正されるかもしれない。

 CoRAPの発表に基づき、各加盟国は2012年用に特定された物質の評価を1年で実施し、正当化されるなら、どのような可能性あるリスクでも明確にするために、登録者に更なる情報を提出するよう要求するドラフト決議を作成する。その決議は、加盟国規制当局と加盟国委員会(MSC)の協議の後、ECHAによって、あるいはMSCで満場一致とならない場合には欧州委員会によって決定される。他の評価決議については、CoRAPにリストされた物質の登録者は最終決定がなされる前に意見を述べる機会を与えられるであろう。

ECHA releases its first list for substance evaluation


Wednesday, 29 February 2012 .Today the European Chemicals Agency ECHA published the first list of substances that will be put under further scrutiny by EU member states during the coming years. The list of 90 substances included in the so-called CoRAP (Community Rolling Action Plan) contains a number of substances that for long have been suspected of having more concerning properties than their current classification indicate.
Among these substances you can find several endocrine disruptors and suspected persistent, bio-accumulative and toxic substances.

? Despite the low number of substances selected, only 90 of more than 4000 registered, to be processed in the coming three years, it is good that they now will be put under further scrutiny by member state authorities. This is especially important for endocrine disrupting chemicals since the standard tests, even for chemicals produced at the highest tonnage bands, do not cover properly the endocrine disrupting properties, says Jerker Ligthart, Senior Chemicals Advisor at ChemSec.

? Further, we are very happy to see that several of the CoRAP substances now selected for closer examination, are listed on the SIN List, which confirms the relevance of this list, and we call on the responsible member states to take regulatory action as a consequence of this evaluation, continues Jerker Ligthart.
Under the substance evaluation, member states are free to ask the registrants of a substance for any additional test or other information, even if not required for a registration dossier. This is in order to be able to examine the hazard profile of each substance in more depth.
