I called CQ with no response - unfortunately it's a little late/early here in the US. I was using the published 145.850 MHz uplink with a 67hz tone and the 436.800 MHz downlink for center frequencies. I was using the keps for "Payload C" - object 27607 from http://www.celestrak.com . In my case, I can set the tone to 67Hz with this steps. (1) Set 70cm FM at Main band. (2) Push [TONE] button. "T" mark will be turned on. (3) Push [SPCH/SET] button more than 1 sec. "Set" will be on Display. (4) Pust [TONE] button. "88.5Hz" will be displayed. (5) Tune the main knob and select "67Hz". (6) Push [SPCH/SET] button. Sorry I do not know about the european version....
