LO-19 PSK telemetry

I received today, 17 Jan, many PSK telemetry from LO-19.

Program   : WiSP3213(gsc V2.03), kiss2asc.exe, tlmdc4.exe
Frequency : 437.500MHz(USB), 1200bps, PSK_mode
Time      : 00:43-00:57UTC, 02:22-02:37UTC, 04:05-04:11UTC
           (09:43-09:57JST, 11:22-11:37JST, 13:05-13:11JST)

The followings are the example data converted into the ascii data
with 'kiss2asc.exe' and the data decoded with 'tlmdc4.exe'.

And I put the gif image '00117l19.gif' of WiSP and the kiss file
'00117l19.zip' from WiSP in my HomePage below.

These three example data indicate "02:27:08UTC, Jan 17", but 
I think the TIME in the satellite is delayed about eight minutes
from UTC.  So, I think the correct TIME is "02:35:08UTC, Jan 17"
in the data below.

This "TNC-241" is one for all digital satellites,
such as AO-16, LO-19 (1200bps) and UO-22, KO-25, FO-29,
TO-31, SO-33 (9600bps) etc.
And all mode OK, ie FSK, PSK, JAS, RTTY, AMTOR, CW, FAX.
"TMB-965" is G3RUH outside modem for 9600bps with TNC-241.
But, these TNC-241 and TMB-965(TASCO) may be stop sale.
These new version may be TNC-555(TASCO).

Firstry you must get 'KISS file' from the satellite with WiSP32.
And you specify this got KISS file name on DOS_PROMPT, then 
'Tlmdc4' will be automatically decoded to the numerical data.
Or you may convert into the ascii from the kiss with 'Kiss2asc'.
