GENERAL　HEADQUARTERS SUPREME COMMANDER FOR THE ALLIED POWERS PROCLAMATION NO.1

TO THE PEOPLE OF JAPAN:
As Suprme Commander for the Allied Powers,I do hereby prolaimas follows:

The unconditional surrender of the Imperial Japanese Government to the Allied Powers has brought to an end the armed conflict which has long existed between these forces.
By the torms of the Instrument of Surrender, signed by command of and behalf of the Emperor of Japan, the Japanese Governcment and the Japanese General Headquarters, the victorious military forces under my command will today occupy the territory of Japan.
By virtue of the authority vested in me as Supreme Commander for the Allied Powers, I hereby sstabiish military control over all of Japan and the inhabitants thereof , and announce the following condi tions of the occupation:

ARTICLE I
All powers of the Imperial Japanese Government, rincluding the executive, legisla tive and judicial, will henceforth be exercised under my authority.

ARTICLE II
All Governmental, cmplyees, as well as all officials and employees, paid or voluntary, of all public utilities and sorvices, including public welfaro and public health, and all other persons engaged in essential services, shall continue to- poli or.m thoir usual functions and duties subject to my order, and shall preserve and safeguard all records and property.

ARTICLE III
All porsons will obey promptly all my orders and orders issued under my authority. Acts of resistance to the occupying forces or any acts which may disturb public peace and safety will be punished severely.

ARTICLE IV
Your personal and property rights and religious beliefs will be respected, You will pursue your normal oceupations, except as I shall otherwise order.

ARTICLE V
For all purposes during the military control, English will be the official language. In event of any ambiguity of interpretation or definition between any English and Japanese text, the English text shall prevail.

ARTICLE VI
Definition of "military control" as used herein and in all other official communications and publications includes "Military Administration".

ARTICLE VII
Further proclamations, ordinances, regulations, notices,directives and enactments will be issued by me or under my authority, and will specify what is required of you and what you are forbidden to do.

CRIMES AND OFFENSES

TO THE PEOPLE OF JAPAN:
In order to make provision for the security of the armed forces under my command and for the maintenances of publie peace, order and safety in the occupied area, as Supreme commander for the Allied powers, I do hereby proclaim as follows :
ANY PERSON WHO:
Violates the provisions of the Instrument of surrender. or any proclamation, order, or directive given under theauthority of the Supreme Commander for the Allied pewers, or does any act to the prejudice of good order or the life, safety, or security of the person or property of the United States or its Allies or does any act calculated to disturb public peace and order or prevent the administration of justice, or wilfully does any act hostile to the Allied Forces, shall, upon conviction by a Military Occupation Court, suffer death or such other punishment as the Court may dertermine.

GENERAL HEADQUARTERS SUPREME COMMANDER FOR THE ALLIED POWERS PROCLAMATION NO. 3
CURRENCY

TO THE PEOPLE OF JAPAN:
As supreme Commandor for the Allied Powers, I hereby proclaim as follows:
Article; I
1. Supplemental military yen currency; marked "B", issued by the Military Occupation Forces is legal tender in Japan for the payment of all yen debts public or private.

2. Supplemental military yen currency, marked "B", issued by the Military Occupation Forces, regular yen currency issued by the Bank of Japan and Japanese state notes and coin shall be equivalant in all respects and inter changeable at their face value.

Article II
JAPANESE MILITARY CURRENCY

3. All military and all oceupational currency which has been issued by the Japanese Government, Army or Navy, is void and valueless and the giving or ao opting of such currency in any transaction is probibited.

Article III
EXPORT AND IMPORT OF CURRENCY PROHIBITED

4. All forcign finencial transactions, including the export and import of currency, coin and securities, are prohibited excopt as authorized by me.

5. All financial transactions shall be deemed to be foreign excopt those between Honshu, Hokkaido, Shikoku, Kyushu, and the adjacent waters.

Article IV
REGULATION OF OTHER CURRENCY

6. Currency of the United States of America and the Allied Powers and all other currency, except that ment oned in Article I, is not legal tender in Japan and the delivery or acceptance of such currency is prohibited, except as authorized
by me.

Article V.
PENALTIES

7. Any person violating the provisions of this proclamation shall, upon conviction by a Military Occupation Court, suffer such punishment as the Court shall determine.
