Social Efficiency Evaluation of Special Local Branch Lines
-Simple Consumer's Surplus Approach-
In Gifu pref. we have four special local branch lines,
each of which has been decided to continue its operation
by the Third Sector. Four lines are Kamioka, Tarumi, Akechi,
and Nagaragawa.
In this paper, we study on the possibility to justify the
decision makings of Gifu local government to continue those
four lines from the social efficiency viewpoints.
our applied methodology is the cost benefit analysis in which
the benefits are measured by simple consumer's surplus
approach. On the cost side we pay our attentions to the
shadow wage rate taking into consideration the regional
employment markets.
