交通改善事業における住民参加のあり方に関する研究

　　ー名古屋市上名古屋地区の事例を中心としてー

　交通改善事業が施行されて数年が経過すると、地域の状況や交通環境は変化する。
したがって整備効果の経年変化をつかみ、適切な対策を施すことが求められる。
特に身近な生活道路においては、交通安全面や道路の維持管理面で地域住民の協力が
欠かせない。しかし官主導の事業の場合、完了後のアフターケアは必ずしも十分ではなく、
また地域住民も計画や実施の段階で主体的に関わっていないことが多い。
本論文は、上名古屋地区の住区総合交通安全モデル事業を事例に、交通改善事業における
地域コミュニティの役割や参加のあり方、行政との役割分担を探ったものである。

Research Concerning Community Involvement

　　 in the Project of Traffic Improvement

With the passing years after the project of traffic improvement, regional
circumstances and traffic environment are changing. Therefore, it is necessary
to catch the effect of the project changing and to take measures adequately.
Particularly in the neighborhood streets, there needs for residents to contribute
toward traffic safety and the maintenance of road. Nevertheless, when the
municipal authoririties take the initiative in carrying out the project,
aftercare is not good enough, and in many cases, residents don't take part
in the design or enforcement independently. This paper deals with the
role and methodology of community involvement and methodology of
partnership between residents and municipal authorities in the project of
traffic improvement, case study in Kaminagoya district in Nagoya city.
