▼法的(legal)文書のlegalを削除し拘束力のない枠組みを提案、▼義務的(mandatory)ラベリングのmandatory削除を提案、▼ナノの定義が確立しておらず科学的知見は限定されているので、製品中のナノマテリアルの存在に関する世界的な自主的認証制度をGPAに含めるのは時期尚早であり、▼ナノを含む廃棄物に関する規制条項の削除を提案、▼ナノのライフサイクルを通じての管理は重要であるが、ERP(拡大生産者責任)には慎重・・・など、相変わらず消極的である。米国、EUなども基本的には同様であり、GPAに義務的行動を導入することには大きな抵抗があると思われる。
