Illustrated London Newsの特派画家通信員として1861年に来日したワーグマンは、横浜の外国人居留地に住み、1862年から「無味乾燥な居留民の生活の慰安のため、日本帝国の税関、船庫などに起きた愉快な出来事を報じる」風刺雑誌を創刊した。発行部数およそ200部、ワーグマンによる記事と原画をもとに日本人彫師による木版画によって和紙に印刷された。政治家、宣教師、船乗り、商人など多彩な人物とヴァラエティーに富む話題に溢れる。本号にはワーグマン自身や英国公使ハリー・パークスらの人物が登場する。
