ロシアの海軍将官ゴロヴニン（1776-1831)は、１７８８年海軍幼年学校に入学、外国語、文学、歴史、　 哲学など、幅広い知識を身につけ、１８０２年イギリスに留学、遠洋航海、軍港封鎖などに携わる。 1807年ディアナ号の艦長となり、アジア、アメリカ海域の調査の世界周航に出発。１８１１年、南千島 列島測量航海中に国後島で日本の捕虜となり、箱館、松前で２年半の監禁される。監禁生活中に 日本人との交流のなかで、日本人の国民性、生活習慣、政治制度などを観察した。ロシアの捕虜と なっていた高田屋嘉兵衛との交換で釈放され、帰国後本書を出版した。ヨーロッパ各国語に翻訳され、 １９世紀における欧米各国の日本観、対日関係にに大きな影響を与えた。
